Purpose of Position

To undertake the overall safety and environmental management role for the military vehicle safety and environmental management programme. This is a Functional Safety position not a Health and Safety role. Key aspects of the role will include interfacing with senior management, subcontractors, UK MoD stakeholders and having experience of weapon and ammunition qualification programmes including system safety certification and acceptance by UK MOD ordnance safety groups/DOSG.

Responsibilities

Technical activities

Functional safety engineering task activities covering the complete safety programme life cycle within the UK defence land domain covering land based weapon and ammunition programmes.
Active engagement with the company programme engineering domains within the project team to ensure system design for safety and pull through of requisite levels of evidence to support safety case generation.
Clear understanding and ability to undertake the following safety task activities including hazard identification, HAZOP/SWIFT, safety modelling, hazard/accident/risk safety target apportionment and aggregation, hazard analysis, SIL assignment, safety criteria derivation, risk assessment/reduction/acceptance, OSHA, OHHA, Zonal, ALARP evaluation/justification, safety case argument structure; environmental impact assessment.
Familiar with functional safety and software safety methodologies and requirements
Familiar with safety analysis techniques and tools, including RBD's, FMEA/CA, FFA, FTA, ETA, GSN, Cassandra.
Compilation and management of safety case databases, e.g. hazard logs, open safety issue logs.
Preparation/compilation/reviewing of safety case technical reports and plans including PHA/PHL reports, safety case reports, hazard log reports, safety and environmental programme plans, safety criteria reports; MSDS data sheets.
Preparation/compilation/reviewing of environmental case technical reports including environmental case reports, environmental impact assessments.
Compilation and review of hazard logs including a clear understanding of hazard log risk management.
Definition of safety acceptance tests for release for the purposes of trials, prototype and/or series production systems/platforms.

Management activities

* Safety team management.
* Safety resource and budget management.
* Subcontractor safety management.
* Interface directly with all UK MoD stakeholders, internal programme and engineering teams and external customer and subcontractors.
* Attendance at and chairperson, where required, for safety working groups, safety committee meetings, environmental management committee meetings within the project teams at company, customer and subcontractor levels.
* Ensure compliance with defined standards and company processes.
* Provide safety and environmental management POC for internal and external customers, stakeholders and subcontractors.


Education/Experience
Essential

* An experienced functional safety engineer with substantial experience who has undertaken system safety assessments on UK defence programmes through to certification and customer approval for use within the land domain covering land based weapon and ammunition programmes.
* An understanding of environmental management programmes as applied within the UK defence domain.
* Willingness to travel within the UK and Europe.

Qualifications

Educated to first degree (BSc) level in an engineering, science or mathematics discipline with a working knowledge of safety management requirements within the UK defence industry and. Formal training in system safety engineering/management would be an advantage.

Experience

Employment in a safety related environment in the private or public sectors with specific knowledge of national/international safety related standards, processes and procedures. This to include:

* Experience in producing comprehensive Safety Cases in accordance with DEF STAN 00-56 and POSMS for military vehicles at the platform level including all primary sub-systems and mission systems.
* Experience of weapon and ammunition qualification programmes including system safety certification and acceptance with UK MOD Ordnance Safety groups.
* Experience of safety programme management.
* Derivation and setting of safety criteria/requirements.
* Undertaking hazard identification, hazard analysis and risk assessment to include HAZOP, SWIFT, checklists, FMEA(CA), FTA, ETA, GSN techniques.
* Producing and assessing tolerability and ALARP arguments.
* Producing robust safety arguments and reports.
* Familiar with recognized standards and procedures including Def Stan 00-56, IEC 61508, JSP 454, POSMS, POEMS, JSP 418, JSP 375, JSP 815, JSP 520, Def Stan 00-55, Def Stan 00-250, JSP 390, Def Stan 07-85, ISO 14001-2004.
* Familiar with UK/EU current product legislation including LVD, EMC Directive, R&TTE Directive, RoHS, WEEE, Battery Directive and applicable vehicle/road usage Directives.

Safety and Computer tools/software

Understanding and application of safety and general purpose tool sets, including:

Fault Tree+, Cassandra, ASCE.
MS Office tools, MS Word, MS Access, MS Excel, MS Project, MS PowerPoint.

Personal

Excellent interpersonal skills (written and oral), proactive, organised with an ability to visualise the bigger picture.

Desirable

MSc in Safety Engineering.
Experience in undertaking system safety assessments for "system of system" military applications.
Experience in managing and/or implementing environmental management programmes in accord with ISO 14001-2004 and POEMS at the system/equipment project level.
