PMO Manager
PMO Manager required by leading defence solutions provider. The successful PMO Manager to transform and lead the Project Management Office by integrating accepted professional best practice project management principles and governance that adds value throughout all aspects of project and programme management. In doing so provide the PMO vision, strategy, policies, processes, tools and techniques that enables the wider Project Management Group (PMG) to consistently accomplish On Time, On Cost, On Quality (OTOCOQ) project criteria required by the business and its customers.
The PMO Manager will also be responsible for providing effective independent monitoring and assessment of projects and programmes; adherence to process ensuring project management plans and processes are appropriately tailored; and accurate measurement of performance against solid viable project baselines.
Responsibilities:
*Creation of the PMO vision and implementation strategy for an effective value-add PMO function.
*Implementation and maintenance of PMO charter outlining best practice and governance to ensure all projects are aligned with the overall business strategy.
*Leadership of the PMO function in support of all business division opportunities.
*Management of relationships and interactions with the other functions and departments of the company, for the promotion of PMO best practice and proactive benefit of the business.
*Responsibility for defining and maintaining standards, competences and where appropriate certification for project management within the organisation.
*Maintaining an effective project lifecycle and management processes, systems and instructions within the overall company portal process structure.
*Ensuring that the monthly Project Review process is effective and value adding.
*Regular processing of project management metrics and benchmarking score cards for project management performance management and for the stimulation of continuous improvement.
*Identify and help address training and development needs within the PMO and the wider PMG that maximises the capability of the individuals in both functions.
*Responsibility for marketing, promoting and communicating of best practice PMO policies, processes and techniques.
*Responsibility for maintaining centralised Master Project List and Resource Database.
*Providing project schedule templates, critical path analysis, resource options, and assurance plans for new and on-going projects.
*Work closely with PMG personnel to overcome project and programme challenges and where appropriate assist with re-schedule, re-baseline and recovery actions.
*Responsibility for agreeing the appropriate level of process tailoring to be applied to projects at their inception, according to financial size, period of implementation and business risk.
*Oversee the on-going audit and assessment of projects to ensure the PMO is conducting regular independent review and reporting via traffic light ROG dashboard that provides accurate assessment of project performance and aids improvement.
*Establishing and management of an effectively PMO team, including:
oResourcing levels to match demand and coverage of key projects
oMonthly reporting, resource planning and project review
oSetting of objectives and monitoring of performance
oUndertaking regular employee appraisals and performance reviews
*Assist in winning of new business through PMO support.
*Report weekly and monthly progress against objectives.
*Establish the effective use of appropriate quality tools and techniques to improve project performance, such as 8D and six sigma DMAIC to address project issues and problems.
*Maintaining of compliance with company policies, procedures and ethical standards.
*Proactively support company compliance to Health and Safety legislation through adherence to company polices, processes and practices.
*Ensure that all business activity is conducted in line with company values, policies and ethics codes of conduct.

Knowledge, Skills & Experience:
Essential:
*Strong project management ethos and understanding.
*Track record of implementing Project Management Office core competences and practices to meet business objectives, preferably within Defence industry.
*5+ years direct experience leading a departmental Project Management Office "centre of excellence" setting vision, strategy, policy, methodology and processes to support successful initiation and execution of project management goals.
*Core competence within all aspects of project management, planning, costing, risk-management, change-management, governance, assurance, improvement and reviews.
*Educated to degree standard, preferably engineering based or related industry.
*Demonstrate leadership and management skills.
*Excellent communication and presentation skills, both written and oral.
Desirable:
*Experience in leading strategic business improvement projects.
*Experience of turning round troubled / failing PMO functions.
