Role Description:

The Chief Engineer is responsible for the design, development and delivery of the entirety of the Sysyems. This role also carries additional duties, reporting directly to the Head of Design, Engineering and Test (DET). The primary focus of this role is to undertake, and coordinate Engineering design, development and delivery tasks related to the OpNET System as agreed by the Programme Board.


  • Provision of line management, resource management, and technical leadership for large group of multi-disciplinary engineers to ensure that suitably skilled resources are applied to all development activities.

  • Work with Programme and Project Management to ensure that engineering deliverables are made on time, to budget and are of suitable functionality and quality.

  • Support to continuous improvement in engineering capability in terms of people, practices, tools and technology.

  • Coordinate all Engineering Initiatives captured through PI Planning, using the Product

  • Approving designs through attendance of ShRR, PDR, CDR and Close Out reviews.

  • Manage System Configuration and supporting documentation to ensure planning and execution are efficient.

  • Manage internal projects to meet deadlines and verify system requirements for functional and performance testing.

  • Provide strategic direction in accordance with the Hd of DET priorities by defining and delivering a progressive roadmap of Engineering activities.

  • Ensuring that standards, frameworks and security postures align with overall business and technology strategies and policies e.g. Defence as a Platform, Federated Mission Networking and JSP.

  • Identify capability gaps in existing architectures and recommend changes or enhancements in line with Agile and continuous improvement methodology.


  • Master's degree in an Engineering field.

  • Excellent interpersonal and communication skills

  • Significant experience in the leadership and management of multi-disciplinary teams.

  • Architecture of secure Hardware and Software solutions, demonstrating successful delivery on complex, large scale programmes utilising emerging technologies where possible.

  • Delivering against high pressure timelines within a complex organisation.

  • Evaluating technical requirements and producing detailed solution architectures.

  • Past experience of delivering accredited secure solutions within the UK Public Sector.

  • Conducting rational product selections against complex requirements, specifically measuring performance, cost and time.

  • An understanding of Defence Lines of Development and MOD Capability Integration.

Essentials Skills:

  • Knowledge of agile development techniques and recent experience in leading implementation of:

  • Public or Private cloud architectures preferably utilising Software Defined Datacentre (SDDC) techniques.

  • Virtualisation technologies such as VMware ESXi 6.5, vCentre 6.5, vSAN 6.5, Site Recovery Manager 8.1 and Horizon 7.4.

  • Microsoft Windows Server 2008 R2, 2012 R2 and 2016 core operating systems.

  • Additional Microsoft based technologies such as Exchange, Skype, SQL and Group Policy.

  • Solutions using Government Grade Cryptography Provisioning and Management.

  • Experience with the Atlassian Toolset - JIRA, Confluence and BitBucket for delivering Agile based projects.

  • Ability to identify risks associated with business processes, operations, information security programs and technology projects.

  • Military Information Services such as NATO FAS, UK Base Services and MOD Business management apps.
