Job Description:

  • Ensuring all federation and interoperability requirements for OpNET have been identified.

  • Supporting planning activities to ensure federation and interoperability requirements have been captured and will be delivered.

  • Engaging with stakeholders across the wider MoD and Defence Digital organisation to take an enterprise view of federation and interoperability issues and drive them forward.

  • Supporting the identification of solution options to deliver the federation and interoperability requirements to time, cost and performance and in accordance with the enterprise architecture.

  • Lead or contribute to work-strands such as:

    • OpNET Identity and Access Management integration across the enterprise

    • Specialist OpNET features for chat and tracks management, including contributing to the specification of the Maritime Combat System Interface replacement

    • Federation, interoperability and integration with the Operational Enterprise Service Bus (ESB) and Hosting Environment (OEHE)

    • Engagement to ensure delivery of a BICES deployed capability on the OpNET platform

    • Enterprise approved integration into MODNET(S)

    • OpNET Global Address List integration with the Defence Network Operations Centre (DNOC) at UK S and below classifications.

    • Advise the enterprise on the inconsistencies and deficiencies in the service portfolio from the perspective of delivery to deployed e.g. MoDNET account moribund procedures.

    • Support to PI planning, backlog development and creation of the various Solution Intent documents as part of the overarching System Design Overview library.

    • Support to Cap C4ISR, C4ISR Joint User, OpNET Info DLoD, CIAS, Requirements, Engineering, and IT&T in their various roles in the delivery and support to the OpNET platform.

    • Play a contributary role in the enterprise working groups to support the Operational element of the organisation.

A minimum of 10 years demonstrable experience in the following:

  • Excellent communication skills, both written and verbal, including the ability to present complex technical material to non-technical stakeholders and to deliver rigorous accurate reports to programme and enterprise leadership.

  • Experience of working with Kanban and Scrum in an Agile or Scaled Agile (e.g. SAFe) DevOps environment.

  • Experience of working within the MoD, Defence Digital and its wider delivery partnerships with a strong stakeholder network across these organisations, including the ability to adapt and grow a professional network as time in role develops.

  • Strong critical thinking and analytical skills, the ability to listen to the thoughts and ideas of others and to proactively solve problems and propose well considered new ideas.

  • Competency in MoD Information Systems, MS Office Suite and experience of the Atlassian toolset (JIRA and Confluence) to record and document work.

Desirable Skills and Experience:

  • A relevant academic achievement at Batchelors level (and/or equivalent industry experience) in IT, Systems Design, Engineering, Programme Management, Risk Management or other transferrable skill set.

  • Awareness and experience with widely successful Agile techniques: User Stories, Automated Test-Driven Development, Continuous Integration, Continuous Testing, Dev Ops and Service Operations frameworks such as ITIL v3 and v4.

  • Applicable knowledge of a wide range of technologies used by the programme including:

    • Microsoft Server and Desktop Operating Systems

    • Linux Operating Systems

    • Virtualisation technologies and techniques (VMWare, Oracle, Microsoft)

    • Design for High Availability and Resilience in IT

    • Cloud offerings and product lines

    • MoD specific applications and service
