Role description

An ISS Test Change and Transition (TCT) team has been set up to support the integration of services from multiple providers into a live Defence network; to provide an independent end-to-end Test and Validation Service; and to manage the transition of service providers in or out of the future MOD 'defence as a platform' supply chain model.

This specific role is to provide a Transition Planning and Support (TPS) Lead embedded in the TCT team to help build the corporate capability, raise the levels of understanding across the enterprise, assist with maturing the supporting process, procedure and advisory document set as well as assisting a small number of critical ISS projects in scoping their TPS activities. The TPS Lead will also assist in putting in place a feedback and improvement procedure and assist with exploiting current corporate tooling for the benefit of TPS management control and reporting.

The activities in support of capability development are as follows;

  • Educating the Enterprise PMO staff on what it takes to implement and operate a central function of TPS expertise.
  • Assist in implementing an adaptable and flexible approach to suit all projects across the ISS portfolio, from the straight forward and simple to the highly complex. In particular, developing a TPS Self-Help/Tailoring option(s) suitable for projects where the TPS challenge is sufficiently light enough to warrant such an approach.
  • Educate and steer ISS Delivery Teams in what 'good' TPS looks like from a project perspective, providing key recommendations on approaches, strategies resourcing and governance.
  • Assist the Enterprise PMO in maturing the TPS process and supporting documentation set. This will include guidance/advisory material and procedural documentation / ways of working.
  • Develop performance management and reporting approach for the TPS process.
  • Drive the exploitation of current corporate tooling to procure a leveraged solution for TPS.
  • Facilitate LFE and gather feedback from Project Teams, making key recommendations for improvement.

The activities in support of guiding ISS projects with their TPS efforts are as follows;

  • Advisory services to critical ISS projects to scope transition planning activities at project level, recommending solutions for any issues/risks arising.
  • On-board new Project Managers who have limited understanding of TPS.
  • On board new Transition Managers.
  • Maintaining regular contact with Transition Managers in (a limited number of) critical Project teams, to maintain momentum on TPS progress.
  • Be on hand to provide ad hoc advice to existing PMs and Transition Managers where TPS advice is requested (within capacity).

Essential Skills

  • Experience within a multi-programme, multi-supplier, multi technology environment.
  • A strong understanding of both technical and service management transition planning, delivery and management in a multi-vendor SIAM environment (ITIL v3).
  • A good working knowledge of the Systems Engineering Lifecycle.
  • A strong knowledge of Network, Infrastructure and Applications (h/w and s/w).
  • Ability to assess Transition risks and make decisive recommendations on mitigation.
  • A working understanding of the practicalities and challenges in transitioning ICT services to 'live'.
  • Ability to work across multiple, simultaneous work-strands.
  • A working familiarity with technical design documentation.
  • Commands respect for knowledge, experience and excellence within the specific area of Transition Planning and Support.
  • Good influencing skills to make representation at senior levels, including conflict and
  • Excellent communication skills; written and verbal.
  • Experience of the SIAM delivery model.
  • Microsoft Office suite of applications.
  • Current SC Clearance.

Desirable Skills

  • Experience of MOD ICT delivery and the construct of DII(F) / MODNET.
  • ITIL v3 Foundation.
  • Working knowledge of MOD's Systems Engineering Lifecycle (CAP INT and CADMID/T).
